The Registration Process

To begin, you are presented with three choices:  New, Add/Update, and View.    All Entities must select "New" the first time they they register at this site, even if they were registered under the old OASIS or tagging processes. Choose "Add/Update" to make changes to an existing registration entered using the new TSIN Registration process or to add "tagging" information (O/SE's and TC/PSE's only),  product attribute values (TP's only), or POD/POR (TP's only).  Use "View" to query the contents of the registration database or download the database to your local computer.

Registration Overview

1) New

Use this option for first-time registration of Business Entities using this new Registration site, regardless of whether the entity was registered under the old OASIS process.  A Business Entity is a holding company, corporation, business unit within a corporation, or any other legally recognized business entity.  Each business entity is uniquely identified by its legal business name as used in contracts, accounting, and other legal purposes, and a corresponding DUNS number assigned by Dun & Bradstreet. 

You will be asked to register at least one Business Entity Contact.  This person must be able to answer questions about registration issues, and is authorized to make payment of the annual registration maintenance fee.

  1. Select an Entity Type, then enter the required information, as shown below, using the online forms.  You will be asked to provide a logon identifier and password to enable secure updating of your TSIN Registration information in the future.
  2. We will verify your Business Entity name and DUNS number with Dun & Bradstreet.
  3. Once verified, your registration information is entered into the TSIN Registration database.  In the event your submittal cannot be verified,  we will contact you by phone or e-mail for more information.

2) Add/Update

Use this function to make changes or add information to existing TSIN Registrations.   Updating Business Entity Codes and/or DUNS numbers is not allowed.   Should a code or DUNS number change,  a new TSIN Registration is required. This requirement preserves the historical accuracy of the TSIN Registration database.   

As shown below, O/SE's and TC/PSE's must register Scheduling Desks for NERC tagging.   This is done using the Add/Update function,  as shown below.   A Scheduling Desk refers to that part of the Business Entity which is responsible for sending and receiving NERC interchange transaction tags. 

Additionally, TP's must register non-standard Product Attribute Values and POD/POR.   The Add/Update function is used for this purpose as well.

a) Transmission Customer/Purchasing-Selling Entities

  1. Enter logon and password to gain access to database information.
  2. Add or update information, as necessary.

When registering information for Scheduling Desks, which is used in NERC interchange tagging, two contacts are required for each Scheduling Desk:

  • Scheduling Desk Operations Contact —  is either a person or a computer to which e-mail messages containing NERC "tags" are sent and received.  This contact must be available 24 hours a day, seven days a week.
  • The Scheduling Desk Administrative Contact —  is the person responsible for answering questions relating to NERC's interchange transaction tagging.  This person must be available in accordance with NERC Operating Policy 3 - "Interchange."  Typically, although not always, this contact is a 24-hour shift position in a control room. 

b) Operating/Security Entities

  1. Enter logon and password to gain access to database information.
  2. Add or update information, as necessary. In some cases, the registered Business Entity may function in more than one operating/security capacity.  A scheduling desk must be registered for each function.   For example, if the registered Business Entity is a Transmission Provider, but also functions as a Control Area,  two Scheduling Desks must be registered — one for the Transmission Provider and the other for the Control Area. 

 

 Add/Update Process for O/SE

 

When registering information for Scheduling Desks, which is used for NERC interchange tagging, two contacts are required for each Scheduling Desk:

  • Scheduling Desk Operations Contact —  is either a person or a computer to which e-mail messages containing NERC "tags" are sent and received.  This contact must be available in accordance with NERC Operating Policy 3 -- "Interchange.".

3) View Information

Allows view only access to the information contained in the TSIN Registration database. The world has view-only access. The database can be queried and the results will be displayed on your screen. Or, from the main menu, you can download a file containing pertinent data in comma-separated variable format.
